Add config option
database-update-frequencyto define database update frequecy. The frequency is defined as a timespan, i.e, 1:00:00:00 stands for one day (the format is %d:%H:%M:%S). If this option is set to None, the database will be updated no more. By default, this is, if not set yet, the database will be updated each day. I added a unit test to assert the the string timespan is parsed correctly.
