This PR reinstantes the
CHANGES.mddocument and applies a few editorial changes composed of:README.md: Update the link to point to the new Governance Introduction pagechange-process.md: Add a link to the PR template in Step 2.1contributing.md: Update the link to the new Governance Introduction pageintroduction.mdandCHANGES.md: Add a note clarifying that some PRs are still subject to the previous governance process (to be updated once adopted).@eliasmbd Mind taking a look to check if everything is OK?
