Fixes #44
Summary
This PR introduces configurable parameters for singular value estimation (replacing previously hardcoded constants) and exposes internal rescaling options to the CLI and Python API. It also implements "diff-based" logging to reduce output clutter.
Changes
--sv_max_iterand--sv_tol, allowing users to tune the power method accuracy.--l_inf_ruiz_iter,--no_pock_chambolle, and--no_bound_obj_rescaling.print_initial_info. Termination-related parameters are always printed, while other advanced settings (e.g., rescaling, restarts) are now only displayed if they differ from their default values, significantly reducing log clutter.
