SWE: Evaluate performance

Summary

The SWE L3 code takes about 15 minutes to run. Given resources, we should do a timeboxed profiling and targeted performance enhancement.

Requirements

• Identify a few days of SWE processing: some that took longer to run and some shorter
• Re-run those days locally and profile; identify both hotspots and anything different between fast/slow runs (more data points? more iterations to converge?)
• Improve performance of hotspots
