As discussed: this is good to merge.
We will need to figure out how to best organise our general cryptographic libraries, but this should not be used as an excuse to delay building it.

Analogous to KEM libraries (see #672) but for PKE schemes. Main difference being that there is no theory with basic relations/properties in standard model theory here. Feedback from discussion on KEM libraries already incorporated.
