Add ignore threshold value

Adding a comment on each run counts as spam and risks on having people start to even no longer read it.

It would be very useful if one could set a percentage value under which the message would not be posted, so we will be notified only about builds that take unexpectedly long or short time.

Just want to let you know that we've now introduced a new parameter, percentageThreshold for this purpose.
It was released in v0.3.0.
