[Feature Request] Implement `Dimmer` compatibility with PowerToys' `Mouse Highlighter`

Summary

When the Always highlight color¹ feature is enabled, the SmartContextMenu' Dimmer feature no longer works as expected because it considers the translucent circle around the cursor to be the window to which the dimmer effect should be applied.

Proposed Solution

At the moment of activation, determine the name of the process under the cursor, and if it is PowerToys.exe, then apply the effect to the window under it.
