chore(deps): Major version updates of the frontends. (#137)

This pull request updates the dependencies in the
`services/frontend/package.json` file to bring the project up to date
with the latest major versions of several core libraries and development
tools. These upgrades will help ensure compatibility, improved features,
and better long-term support.

Dependency upgrades:

* Upgraded core Vue ecosystem packages: `@vueuse/core` to 13.0.0,
`pinia` to 3.0.0, and `vue-i18n` to 11.0.0, ensuring compatibility with
the latest Vue 3 features.
* Updated Nx monorepo and related packages: `@nx/cypress`, `@nx/eslint`,
`@nx/eslint-plugin`, `@nx/js`, `@nx/web`, and `@nx/workspace` to the
21.x series, and `nx` to 21.6.3, providing the latest improvements and
fixes.
