You're pointing out a tricky issue with GitHub and third-party tools. If a pull request (PR) is "merged," it can’t be reopened. But if a third-party tool closes it instead of merging, the author can reopen it, which can make things confusing. Locking the PR to prevent this would be too strict, as it would stop all activity on it. The issue (#12437) that could fix this has been around for years without progress, so it’s unlikely to be solved soon. For now, teams might need to use custom alerts or scripts to help manage reopened PRs and avoid confusion until GitHub provides a fix. |

This is especially salient with third party integration tools as they are not allowed to mark PRs as merged (#12437): if a PR is merged github prevents reopening it, but if it's closed the author can reopen it as long as they haven't changed the HEAD yet (or only to a fast-forwardable commit). This can lead to odd / confusing states.
I'm not sure locking the issue even prevents reopening, and if it did it would be way too harsh a measure.
Obviously if #12437 that would also solve this, but given it's been languishing on here for 2 years and was originally signaled 12 years ago I'm not holding my breath.
