The reason lrel build images were in layer1 was to cache them in the S3 bucket. The reasoning behind this is, that lrel releases are the same for weeks, so it does make sense to store the RPMs and images in a cache system.
- Same EC for 3 weeks
- Same RC for several days
- Same zstream for weeks or months

Can we change this to have them built in cache, but still have them in a separate layer?
