When we hit this milestone, we'll be happy inviting external users to play around with Lightning and can release that beta blog post telling them about it. While there's still a ton of functionality we're aiming to deliver before the full release, the authorization, basic job running, and build/search stuff will be in place and it will be valuable to start getting feedback that we can incorporate into the Builder and History interface redesigns.
